Sorry! Just now am able to get back to this post! I have tried it out but it is broken/chipped and does not whistle for me. It is really smooth and heavy feeling for its size, (reminds me of stone, and why I think its clay) but if it had a glaze on it at one time It is not there now... and his muzzle does looked chipped to me. Have you tried it out? Is his Muzzle chipped, or is that whistle specific? Is he glazed?
The size, color, and shape remind me of the penny toys of The American Marble & Toy Manufacturing Co. of Akron, Ohio.
