Class pin?

I'm pretty sure this is a class pin. Can anyone tell me where this school might be or simply what is it? I also know that is a tie tack.

The bar on a short chain reminds me of an old tie tack. The bar went into a button hole to keep the tie in place. Not sure if it is.

The emblem with 4 jewels?....I suppose it could be a service pin for a company? Seems like a school item would have more markings on it? Just guessing ..

CTwoods is all over it... that's a tie tack. That bar went through a button hole to keep the tie from flapping around.

I assume that there is a pin on the back of it.
