clasp or ?

This was found at a old home site where I've recovered a couple of Civil war eagle buttons and a Vol. Inf. shield. It is made out of brass ,I was thinking it had something to do with the boy scouts but not sure . It does snap shut when closed.

Yep its another one of those clothing clasps. Beat me to it. My guess is a Fleur-De-Lis type of decoration not boy scouts.
