My first thought was "book clasp". Is the end a hook or was it hinged also?

We need a pic of the back side and something to show the scale.

Yours would have looked like this -- It is a type of Gag Swivel

The "gag strap" is a part of the bridle that is attached to the bit. It passes through the "gag swivel" which affixed to the headstall, and is carried back to a peg or hook on the harness-pad. Its purpose is to keep the horse from dipping his head. When properly applied, it should allow the bit to hang a short distance from the angle of the lips, and be of such a length that goes slack when the horse raises his head to trot. Hope this helps some.
