Hi, Ian—

Looks like the front shell of a large "blazer" or "fashion" coat button. A lot of these have ornate crests or coats of arms, and some also bear Latin or pseudo-Latin mottoes. Construction is typically thin, die-stamped copper or brass (generally gilt), with a tinned iron/steel back (often missing on dug ones). A rosette would likely be larger, less highly detailed, and backfilled with lead.

Of course, there were many civilian two-piece gilt fashion buttons in the Civil War period. But the overall appearance of this button makes me think it's a "blazer," and those are generally of 20th century vintage.
