with the eagle facing the way it is , it looks like it would be a tip for a belt ?

possibly dragoon era ammunition box plate? think the eagle should face west if during war time,also olive branch in oppisite side during war, dragoon or earlier milita.

The odd thing is the eagle faces to the right and the three arrows are the left. I can't find that combination in my searches...

The Mississippi State Seal is very similar to this but is a mirror image. I tried to find printing plates, stamps, ink plates, all sort of variations but have come up empty. Sorry I could find anything. Please update the thread if you are able to figure it out.
