Civil War pistol bullet?

It has a white patina on it and has 2 rings in it and is flattened on 2 sides. It look like it got carvers or something. Any ideas
 

There are quite a few good bullet people here on TNet, and could help if they knew the diameter and height.

Based on what I can see I believe it is much later. 1900 or after (swaged by the look of it). Maybe about a .32 caliber based on your thumbnail vs. my thumbnail: .32 S&W, .32 ACP, 7.65mm, etc.

I don't believe the bullet has been carved, I think it's been pinched in a clamp of some sore, perhaps a vice, and the brass removed from the bullet, for what ever reason; perhaps to save the powder, or just to render the bullet inert. The reason I say this is because I've done it when I was younger, before I had a bullet puller and reloading equipment, and your bullet looks just like the ones I've clamped in a vise.

I can't tell from looking at the pictures but are there any ridges in either of the grooves? The ridges would run vertically in the horizontal groove.
