I'm certain that it is not a "Military-issue" object... meaning issued to soldiers by a State Militia or the US Army, such as a Unit Insignia.

To figure out its specific identification, we'll need to see the forthcoming photos of the object after it gets cleaned. In the meantime, my opinion is that it is either a civil war era Civilian "patriotic" pin or (more likely) a post-civil-war Veterans' Organization pin... such as a GAR (Grand Army of the Republic) annual-reuinion pin. The holes in it below the banner are for attaching something else below the pin -- such as a ribbon.

My thoughts more or less......it has cleaned up quite a bit. Any chance you have a list or site that will further help me identify it? I will use my good camera to take close ups later on. Ty

Thanks for the photo of the cleaned-up pin's front. The additional details now visible will help us ID it. But we also need a photo showing the cleaned-up back, to see what type of attachment-form it had... such as wire-loops, or straightpin-clasp.

It looks.ike possibly a piece of cloth now long gone could have been attached where the eagle's claws are. I know in seeing some GAR pins my husband has often bits of cloth were pinned to the pin itself.
