Was out in a Union camp site in MD today. Found a knapsack hook, fired bullet and this item. Appears that the eared part may have swiveled. Any idea what this is?

It appears to be a winding or setting key for a clock. Possibly an alarm type clock. I have a small drawer full of various sizes of them. Mostly used on older Big Ben type clocks. Where are you located in Pa. I am from near Altoona.

It's a winder from a metronome.

Could of come from anything that needed winding.
