What does the other end look like?

It reminds me of a tire iron or other specialty tool from the early 20th c. Hammer, pick, and pry...

Just guessing...

The top end does remind you of a hammer, but a lot smaller. It looks as if it has a nail pry.

Thanks for the new pics. Not a tire tool, but pretty sure it is not hosre tack either.

Definitely a hammer and claw.

Maybe a fencing tool of some sort?

WW1 cavalry picket pin. It could also be used to pull horse shoe nails and put them back thus the shape of the hammer head.

I still say it's a horse tack. You could tack a horse to anything with that thing. :D
