Civil War Horse Tack?

Found this in a box of stuff, purchase at an auction. Not sure what it is.....can anyone help identifying? Someone suggested that it may be civil war era, horse tack.

What does the other end look like?

It reminds me of a tire iron or other specialty tool from the early 20th c. Hammer, pick, and pry...

The top end does remind you of a hammer, but a lot smaller. It looks as if it has a nail pry.

Definitely a hammer and claw.

Maybe a fencing tool of some sort?

WW1 cavalry picket pin. It could also be used to pull horse shoe nails and put them back thus the shape of the hammer head.

I still say it's a horse tack. You could tack a horse to anything with that thing.
