Civil War firepit iron object ID help

This was found in the bottom of a firepit at the last DIV event. I had originally thought some version of small hand tool, even though the "handle" hole seemed a bit small for that. But I started electrolysis on it, and it revealed three holes drilled through the piece. Now I'm totally stumped!

Part of a latch, fit over a pin, or perhaps a hinge that swung on a pin ???

I don't think it is built heavy enough to be off a caisson , but it could be the hitch off a lighter wagon used in the CW... check out pics of caissons and you will see a ring and plate bolted to the tongue ....

Could be a latch from a caisson wooden ammo chest.
