Civil war carved poker chip?

So I found this lead item at a civil war site and wasn't immediately sure what it is. It appears to be carved and I though perhaps it was a carved minie ball. Any ideas would be appreciated.

Looks to me like a washer used to accommodate the bolting of a non flat item to a flat surface.
