Your brass 1-piece US Army Artillery "eagle-A" button is earlier than the civil war era... specifically, it is from 1821 into the early-1830s.

The backmark saying "W.H.H. & Co." stands for William H. Horstmann & Co." of Philadelphia. I should mention, the Horstmann Company was never a button manufacturer, merely a dealer/supplier of buttons. Yours was most probably made for Horstmann by the Scovill button-manufacturing company.
