It's definitely a thing. Cast brass, about 1" long and 3/4" across. It has a 2nd piece on the top with a space in between the two. Found with Minie Balls and a few Confederate bullets in VA. Your part was riveted to the canvas the ones I show are attached to wood.

Wow. That would be for a LOT of canvas considering it's length and weight. I've seen those in hardware stores. They swivel to lock the material in place. Mine does not rotate (swivel).

Think they are Civil War period? We found about 100 CW bullets about 100 yards away, and some carved bullets within a few feet of these.
