Civil war and a State Ring?

Got out to a spot where I’ve been finding Civil War relics. This place had confederate and union troops on it at different times. Didn’t find much today, a fired Spencer Carbine casing, a cartridge box finial, a flat button and a ring. The ring looks like it was in a fire, but it has a design and lettering on it. Because it’s been burned, I cleaned the lettering (probably over cleaned it but that was the only way I was going to see what was on it) and I see an eagle sitting on a shield in the center. It appears to say across the top “State of” and at the bottom either Virginia or Pennsylvania. Anybody seen a ring like this before?

It's Pennsylvania, you can clearly make out the "S" and then the rest start to appear once you see that. Cool find, not sure if it's Civil War era or not, but would be interesting to know more about the troops there.
 

You can research both states, and see what the state symbol (or seal) is for each. One of them may match the design in the middle of the ring, and at least narrow that part of it down for you.

Thanks, yes I agree, I also think it is Pennsylvania. Not sure what troops were at this camp during the war, but it sure would be cool if it’s period. The ring was found in the Shenandoah Valley of Virginia. Lots of troop activity here.
 

I found this online, looks like the seal on my ring and it’s supposedly Victorian. Could possibly be from one of the troops.
