Circus piece?

Found this while streets were tore up. Close to a main street. one inch in diameter with octagon shaped rod protruding. Hold it one way it looks like a Elephant to me! But who knows maybe I am holding it upside down.

Baffling me for sure..

I have found so many of them out in the woods. I used to toss them aside, but anymore I bring them home to start a display.
