I would say it looks recent with what appears to be a Push Down striker,

like this

rather then a Wheel.

If I'm right 1950's Maybe the oldest, But I'm no expert.

I think it's a fairly modern updated version of a trench lighter. I had one a lot like it years ago that I lost somewhere, it's similar to this one :

Camel cigarettes had one in the 90's I think that they gave away as a premium, they've been made by a lot of different companies in pretty much that same style for a long time though. Yours could date back to the 50's even, since it does resemble an Austrian version that was popular then.

It would actually be a flip up striker, with a flint inside the square-ish part

Reminds me of the Little nut shaped piece the flame comes out.

However being Metal , it makes me think Refillable,
and possible older

It is hard to tell from the picture, but the protrusion in the upper left hand corner of the object has knurling on it, almost like it was designed to be turned.
And this sucker was like 10 inches deep in hard packed soil.
