Chipper or Axe Head...maybe?

I found this a few years back while walking along a beach looking for arrowheads. I could never find any other chippers or axe heads that looked quite like this one online. Does anyone know what this is? Has anyone seen them before?

Not exactly my line of artifacts but maybe it's a hide scraper.

It could be a small wedge used by a carpenter, builder or other tradesman.

While not overly common to see small wedges, I've seen plenty of them in the past. Many that I've seen were handmade.

JMHO......But if it's made of rock ,which it looks like
