It looks like one of those souvenir Dial a Letter (I forget the proper name) token out of the machines at bus stations, train stations, carnivals etc.

It's called a Metal Typer Macine

as stated by creskol and azdirtdigger, it's a good luck token made using a machine called a metal typer. You'd turn a dial to a letter or character and pull the lever to stamp it, usually putting your name on it. Yours is pretty corroded, but if cleaned up enough you may be able to read some of what was imprinted on it
