Cheap Lock?

I found this at a house thats maybe 75 years old in Bunn, NC
My first thought was half a lock but the outer material seems to be cast.

Looks like a lock to me. Two holes in top for the loop. One hole in the bottom for the key. A stop inside for the lock loop.

Thanks Daryl, what confuses me is a steel pin on the left side of pic07 that makes me think it was hinged.

That could just be the way they put it together. Once it snapped closed, there was no way to undo it??

Can you make out what appears to be a diamond and writing on the inside?
