This is just a wild guess so take it for what it's worth......Since it has US stamped on it I'm wondering if it could be military
and would be used for attaching horses to a hitching post.

Maybe some of the relic crowd have found something similar in the past and managed to id it.

Your chain is off US Army harness. You don't know which branch of service used it, but it was used when pulling wagons, artillery, ambulance etc.
It could be off trace chain or as some call it "heel chain."

I've owned army surplus harness with that particular type trace/heel chain with the US swivel, and I don't think they date back to the Civil War. The harness
I owned in the 1960's I doubt dated much before the 1930's.
