Natural stone. A Celt would have peck marks all over it and a ground bit. I don’t see either of those. Keep looking!
 

This is a small Celt. Notice the symmetry. Most of them will have a slightly rough surface from pecking. Also notice how it’s wider at the bit than at the poll. The taper keeps it in place in a wood handle.

Edge view. A smooth taper from bit to poll. Again, it thinner at the poll than near the bit.

The bit will usually have more polish than the rest due to sharpening it. Notice how the bit is nice and straight.

Yes, just a stone. Not an artifact.
I thought I’d add a few pics of what I’m calling a Celt. Note the bit end on the narrow side. Would you consider this to serve as a Celt?… or perhaps something else.
A s.e. Minnesota surface find.
