It is not Fiesta.

I have never seen any Homer Laughlin piece like that. Homer Laughlin is the maker of Fiesta.

The blue is far too light anyway. Their vintage Fiesta turquoise is a deeper and richer color than what your caterpillar shows.
 

I agree, it looks like a whimsical letter holder. At first I thought it holds coasters but the slots are flat bottomed so letters would be more appropriate. As for a maker, I have no idea. I've never seen one before. Probably made in Japan.
