✅ SOLVED Cartridge stamp id

Any help with this odd cartridge is appreciated.
Seems to be a shell inside a shell?
Found last week with the SL quarter and some
other good stuff.

I think it's a plated toy bullet; similar to these.

Toy Cartridge. Try to see if it comes apart at the rim. I have two that do so the kid could hide a message inside
