Cardboard salvage

I guess I'm going to have to resubscribe to the magazine, since I can no longer use the search function.
But does anyone here salvage cardboard?
I don't, but I know that theft of cardboard from the recycle progaram is big business here in Toronto, as it is everywhere it seems.
Certain areas of Toronto, have gangs, (I've personally only ever seen Asian kids; probably illegals working for peanuts) bombing around in plywood-walled pickup trucks on recycle day, grabbing the flattened cardboard bundles, off the curb, and then racing off to who know where.
Once the recycling hits the curb, it legally belongs to the city, and removal constitutes theft, and my city will prosecute cardboard bandits, as cardboard - like aluminum, is high profit and basically subsidises the whole recycling program.
I doubt that city officials care if someone is grabbing white goods, (washing machines, etc and so forth) as their absense is probably considered a blessing, since I very much doubt that the city does anything other than dump them at a net cost.
But legally sourced cardboard is obviously valuable, and I wonder about prices and options.
Any one got any info?
