following is an observation,not an id.It appears to depict a type of caduceous symbol,though not yet complete.The basic staff,two snakes and wings seem present.Perhaps for a med student or the like.perhaps an internist symbol.an avenue for further research.

This style of your pin is called a 'shield brooch.' It looks to have 2 Phoenix Rising designs with the snakes. Judging by the motif only, I'd place it somewhere between very late Victorian to Art Nouveau.

Most interesting find :)

Much foreign made and even modern American hand made jewelry still utilize the "C" clasp. The pin is a rivet hinge which isn't the oldest type. It is a really cool looking piece, I must say.
Thanks. Yes the older hinge is the T bar type. I have much to learn with jewelry.

All of this may be wrong, but;
It looks like silver to me.
It (they) look like eagles to me (only one set of legs).
The overall shape looks like a bull's head.
And, it looks like there may be marks on the back, left side above pin. However, I seem to see things more often they exist.

Could it be Free Mason related, i.e., the double headed eagle of Lagash, used in Masonic symbolism? The two snakes have to mean something in addition to the eagles. The "C" clasp and hinged pin put this brooch in the 1900-1940ish era. And, it sure looks silver or silver plated to me! Happy Hunting, Sub 8-)

I think you might be on the right track.
Here is a reference to the Knights Templar in relation to a two-headed eagle fob/medal.

and the serpent/s are also a recognized Freemasons' symbol.
