To re-size pics:

1) Click Start Button
2) Click All Programs
2) Click Accessories
3) Open “Paint” Program
4) Open your picture file in Paint
5) Click Image Tab
6) Click Stretch/Skew
7) Click Horizontal and Vertical, choose percentage change from 100% you would like to change to (up or down). On your pic I re-sized to 35%.
8) Save your re-sized pic as a new file in order to retain your original.

Others have differnet methods, this is what I do. Once you are used to it, you can re-size your pic in about ten seconds. :icon_thumright:

It don't look functional to roll with the spokes extending past the tyre. And does the long rod extend down past the bottom? My guess is a weathervane topper.

The pic below shows one that is huge, but they made them much smaller also.

Yes, there is a piece (flat) "extending" about 1" below the front wheel, it's attached to the front spoke

Since this piece is basically flat, I would say it is a Christmas tree ornament, or either a wall decor. Breezie
