I found this at an old ghost town along the Canadian Pacific Railway line. A few people I know figure it's the mail bag grabbing thing used by the train people to grab bags of mail along the line. I have no idea...obviously it used to have a wooden pole inserted in it. Any ideas?

You need something beside it for size comparisons. It looks like what we used to reach up and open or close a window.

Correct. Transom window hook. It goes on a pole so you can reach those small windows high up.
