Found this in a very old area of Spokane. If you can tell me anything about it age, whats it for what the marks mean I would greatly appreciate it. Thanks for any help in advance MackDog
 

Those "bottle cap" seals are predominantly railroad related, and were used as shipment identifiers.

I don't think I have seen a meter base seal like that. Seen lots or plain pancake-type seals on them, but not a bottle cap type.

Im wondering if being in Spokane it has any relation to the Coeur d'Alene railroad.. I see what looks to be a C and a D
