Can this explode?

This was dug in a colonial town. Seems to be brass. My impression was a type of weapon cartridge. Appears it would seperate in the middle. Indent also looks like a rim fire mark. If so, it's a dud. Please help I.D. this.

Looks more like a lipstick tube and they won't explode

But could cause the wife to explode if you get it on your collar.
