They look like check-out tags. Used to check out tools on a construction job, baskets for clothes at a swimming pool etc. The large hole was for hanging on a nail or hook. Tony

I don't know exactly what they are I found them on an old farm from the 1800's I was thinking cow tags too but I'm not shure cause I found them in the yard, they wasn't found in the old pasture.

i think a variety of uses...like tony in sc said.

another use not mentioned is the coal mines. one use was putting the tag on hand loaded carts for accounting. another was hanging them on a board to account for who was in the mine.

Also agree with Tony...especially since two are the same number....probably same type of tool to be checked out. Have used these myself on a couple job sites that had "Brass Alleys" where you go through...pull your brass number off the wall in the morning. Then during the day...if you need a tool...you would give the tool guy yours and take the numbered brass...then trade back when you turned the tool back in.

I think it could be an animal tag. But it could be a lot of things. Yours appear to be hand stamped.
Pic from an antique farming tools book.
