Agreed, good link Duggap, it mentions that the motto wasn't added until 1967. I went to the site below to check on the date, since the use of this insignia had changed over time, and by gosh they use it as one of their examples: Dating Metallic Insignia: Distinctive Insignia

Since this does not have the motto, most likely from 1928 to 1967, but the back looks like it is from later on in the 39 year span.
