Appears to be a baptism certificate. Probably the most interesting portion would be the recipients name, which I can't see. The bold letters at top translate to "salary certificate", which we can see isn't exactly correct but clearly meaning a certificate that you vow have a place with God, etc. So, where is the name on it?
