maybe a corroded ingot - its 999 parts out of thousand pure metal.

As above a ingot of purity 999

No. 103 of 09 (date 1909?)

P+ Markers mark

Next time it would be helpful if you include photos of the whole object with dimensions & weight etc

Looks like it could be the positive stamp for marking silver ingots at a smelting operation or assay office.
Just a WAG. ;D
