Stated on the below noted site (page 612 filed under the MICHIGAN title in the right hand column) is an announcement of "712,000 acres of rich agricultural lands now offered to settlers in the Upper Peninsula of Michigan" with an accompanying map; sponsored by the Western Land Securites Co. of St. Paul.
I'd venture a guess that the year of that map (1911) is the same year as your token.

Interesting promotion. Never have seen a "refund" token. Too Cool.

Have you ever wondered what happed to these land schemes in Florida, and hundreds of other places? We had one near our town that was promoted in the early 60's. I sold a lot for the owners that originally purchased it, and they still had the original promotional papers. One acre lots in the sand hills of nowhere, Colorado, although it wasn't totally lost to civilization. It was called Aristrocrat Ranchettes, and still is. Instead of being lush and green, pools behind large ranch style brick homes, it now has old trailer houses and enough junk in every yard to make a war effort overload in scrap metal. My parents bit on some Texas and Florida land that is more or less the same.
