It looks like a brush cutting tool the we used back when I was 17 and had a summer job as a forest fire fighter. That would have been early '50's.
 

Looks like the business end of an old bush axe to me. We used to use them on a survey crew to clear brush from one point to another, but they were also used for a variety of other brush cutting work.

I guess that stands to reason, the foundation this was found at was abandoned in the 30s, it was this thing, some lantern parts and an 1875 indian head. The oval hole where the handle goes is much too small for a regular axe or sickle handle. I just figured it was older because of what else was dug,
