California State Seal, any ideas?

I found this while detecting in my wife's grandmothers garden. It appears to be the California State Seal. It's the size of a quarter, and seems to be made of copper.
The back has nothing on it and is smooth with a few scratches.

Could be a watch fob with the bail broken off. Check for a couple of small bumps on the top edge. Not quite the same, but this will give you an idea...

Um... it's a California seal pictured, and the topic is titled New York State Seal?

By the way... it's Minerva pictured on the California state seal...

Thanks PBK. It sure looks the same. It doesn't look as though anything was broke off, although some of the points around the edge appear to be worn.
