Could be a watch fob with the bail broken off. Check for a couple of small bumps on the top edge. Not quite the same, but this will give you an idea...

Um... it's a California seal pictured, and the topic is titled New York State Seal?

By the way... it's Minerva pictured on the California state seal... :)

Thanks PBK. It sure looks the same. It doesn't look as though anything was broke off, although some of the points around the edge appear to be worn.

Er... it was fixed apparently :) I know I'm not losing my mind... It said NY... LMAO

Great find by the way... fobs are awesome :)
