The short answer is to hire yourself a maritime attorney, Floyd.

First, you have to find out if there's admiralty filed on the site (the equivalent of mineral rights on land). If not, then you can file a claim. If so, then you have to get permission from that person/group to lease the area. The other hurdle will be to get permits (totally separate from the admiralty) from the state if within 3 miles from shore or from the feds if within 12 miles (see the thread on permits 3 miles...there's debate whether it may even be 24 miles). There are progressive permits as well. The first permit is a search permit. You can look, but not extensively recover. Then there's a recovery permit (salvage permit) to be able to recover. It's been awhile since any state has given such a permit, so good luck. I know nothing of California, so the above is only general education.
