It looks to be related to the Chisholm Brothers, New Agents uniform. I think the company was based out of Portland, Maine.

Chisholm Brothers was one of the news companies that distributed newspapers and magazines along the old 19th century railroads. Obselete, with an estimated age of 110+ years old.
