Posting for a friend. Found at the location of an old one room country schoolhouse in Carver County, Minnesota that dates to at least 1880. Initials C. O. E. and either an elk or a deer head. It is about 2 1/4" across.

My initial guess was (something ) Order of Elks, but they seem to be B.P.O.E. The county name does start with a C, if that matters.
