Hello from Eastern Europe, these items have been found by different people in Russia, Ukraine, Belarus and Lithuania. Have a diameter of 20-40 mm, tin-lead alloy (maybe painted zinc)

and absolutely blank back (without a shank)

The first version was a medieval pilgrim badges http://www.worthpoint.com/worthopedia/rere-canterbury-pilgrims-badge-1300-162203426
I later found that a similar motif was used in the Victorian era buttons (images from ebay and other sites):

Found a manufacturer of buttons with similar dragon 23187 - Animals - Waterbury Button
But there is no identical buttons with a shank, if this is the buttons and made in the U.S. you also had to see them or find? Any information would be helpful, thanks for answering

I'm familar with Pilgrim Badges, but these look later than circa 14th C.

I have never seen any turn up in the UK, so it sugests they are produced/manufactured in the East & never made it over here.

Other than saying I don't think they are buttons either I can't help. (other than it narrows the search)
