Sorry, they sure look like it but are too big for the jungle boot drain vents. I have a couple pairs I use in the swamp. I dont know about the hat vents...

I remember seeing these here but cant remember and would have to search.

I do think it's most likely from clothing.

Looks like some kind of material stuck to the first one. Is it leather or old slicker material?

You beat me to it.I found one of these yesterday.Mine is aluminum and the holes are just a tad smaller.Otherwise its exactly the same.
