Due to:
1- its size,
2- very ornamental front,
3- the raised rim around its back,
4- stub of a "shank" on its back,
5- being oval-shaped,
I believe it is a cufflink.

CB is 100% correct. This is a victorian era to early 20th century cufflink missing the shank and clasp. With the design, I would say most likely victorian era
