Sorry, but that exact emblem has been definitely identified as a civilian usage "Fashion" button... it is an imitation of an actual US Navy button used from the 1850s to 1941. The manufacturer can get away with the "close imitation" because it is not an exact copy, and the button it is copying went out of service in 1941. The imitations (and others quite similar to it) are generally found on civilian Navy-stype "PEA coats."
Here's an ID tip: On actual US Navy buttons, the rope which encircles the emblem passes through the ring on the anchor's top.
Another tip: Generally, the civilian imitations do not have the extremely sharp "detail" seen on actual US Navy buttons. See the photo below, to compare your Fashion button with a real 1850s-to-1941 US Navy button.
