Button ID

A friend of mine gave me a bag of buttons he had been collecting. Most were armed forces buttons from over the years but he had this one button in there that I cant seem to find online. Can you guys ID this button. I forgot to add anything to the picture to show the relative size of the button but it is about the same diameter of a modern US nickel. Thanks in advance.

I'll try and do you a favor and say it's a civilian button, favor being 9 times out of 10 I'm wrong on guessing.......

It's a tough call buy I vote civilian also. But it's a good find.
