It is a Virginia Staff officers button. That backmark would make it post civil war probably 1870's to 1900 or so. Still a cool button

I don't know how accurate this is where I dated the backmark, but it states it's from
1859-1863

Both those sites are just kind of general. There are many variations of just about all backmarks and you have to look at every detail. On the backmarks in the site they had PHIL . While some Horstmann buttons with PHIL are civil war some aren't. Neither had your backmark listed that I saw as yours has PHILIDa About the best source on backmarks is Bill McQuinn's & Bruce Bazelon's book American Military Button Makers And Dealers; Their Dates & Backmarks As good as this book is it is still not complete. Incidently I had some input on the first edition of this book. I hope this helps.
