The design appears to be crossed brushes of some sort;
my first thought was old glue brushes - don't ask me why?
Something artistic/theatrical about it.

Crossed torches was my guess. There's some in this search, but the photo doesn't take you to them for a better description: vintage button "crossed torches" - Google Search
