For what it's worth, it is not listed anywhere between the covers of Alberts. It smacks of a school or military institute button though, but there don't seem to be any to speak of founded in 1811 that begin with "M" and none I've found on the web where "perservere" was a motto. . (maybe it's an early generic "m" for "military"?)

a job forum?....would think highly unlikely.

no not a job forum. This term apparently applies to these jobs:
- Army Criminal Investigation Command (requires prior time in the Army)
- NOAA OLE
- Health and Human Services OIG
- USDA Forest Service
- Secret Service
- FBI
