This was apparently a two piece button, with the back missing.

Anyone have an idea what this button is?

At first glance, I was thinking 'Merchant Navy'. but the construction isn't heavy enough for that. :icon_scratch:
As fyrffytr1 has already suggested, likely an early 20thc anchor 'fashion' button.

Here's a US-made, mid-19thc Merchant Navy Button for reference I found in 2017.

My guess would be civilian fashion button. The rusted out back makes me think that.
I found this one on the Waterbury site listed under Fashion/Anchors.
