the word "excelsior" is the state motto -- for ny state troops -- I do believe your is a two part button with a self shank.

This button is a New York Militia staff button and based upon the back of the button it is post civil war which means 1865 to anywhere up to 1945 due to the company which most often made these... D. Evan's & Co. Attleboro Mass. Nice find though.

Even though there is no makers mark on the back?

Well with no backmark, I would place this as a more recent button in the time frame I gave and also because of the style of the back with no loop shank I would say mid 1900s. But the reason I knew the company that made this was because of the type and style of the button. There were several other companies that made these but that was the most prevalent. Hopefully this helped.
